What is the new ScoutParent Initiative?

National Parent Initiative Launch Plan Engaging More Parents with their Child’s Unit

Scouting has always depended on volunteer registered adult leaders, primarily parents of Scouts, to lead packs, troops, teams, crews, and ships. It is also part of Scouting’s tradition that most parents who are not registered leaders pitch in from time to time to help out. To encourage involvement and more engagement of volunteers at all levels, the Boy Scouts of America has developed the National Parent Initiative.

The National Parent Initiative is a unique opportunity to engage more parents in Scouting, especially at the unit level. The emphasis is on capturing a parent’s interest ans support in becoming more involved and committed to the success of their child’s Scouting experience. It will enhance youth and adult enthusiasm, recruitment, retention, achievement, and the family FUN of Scouting with a passionate commitment by all who participate.

A new unit position has been created and will officially be part of the program on Sept. 1, 2008. The adult application will allow for registration in this position, as well as parents making their commitment on the youth application. The official launch was shared at the May 2008 National Annual Meeting.

ScoutParents Unit Coordinator

Units may choose to have more than one ScoutParents Unit Coordinator, especially those units with a large number of members.

Your ScoutParents Unit Coordinator proactively promotes, educates and inspires youth, parents and mentors about ScoutParents, Scouting FamilyTeams and The GREAT Family FUN of Scouting!

They also coordinate and assist in parent-mentor recruitment, retention and passionate participation in a Scouting FamilyTeam and as ScoutParents or other Dedicated Scouting volunteers.

Your ScoutParents Unit Coordinator:

bullet
Recruits your unit’s initial ScoutParents Initiative sponsor(s), unless one already exists for your council, and orders your sponsored ScoutParents and other ProScouting material for your unit and Chartered Partner until your council’s sponsor(s) is recruited.
bullet
Promotes and provides your ProScouting sponsored material year-round to your unit’s Scouting participants and Chartered Partner;
bullet
Promotes and helps conduct with other ScoutParents Coordinators, ScoutParents and Scouting FamilyTeams council and district annual Scouting Sign-Up events, unit annual Scouting Retention/Sign events and year-round Scouting FamilyTeam Scouting Retention/Sign-Up Visits;
bullet
Promotes and assists relocating Scouting families to register when they arrive at their new location.
bullet
Shares suggestions and results with the ScoutParents.org “Scouting and ScoutParents Best Methods Forums”;
bullet
As a member of your unit committee, identifies your unit’s needs, wants and wishes. Scouting Family Teams, ScoutParents and Scouting non-volunteer parents-mentors are made aware of these by your ScoutParents Unit Coordinator(s) and All Help Make IT SO!
bullet
Your ScoutParents Unit Coordinator is to the Scouting parents-mentors what a Cubmaster and Scoutmaster are to their Scouting youth.

Fast start training will be available for all ScoutParents unit coordinators. Access the training by going to the official ScoutParents Web site, www.scoutparents.org; the national Web site, www.scouting.org; or the online learning site, www.olc.scouting.org. This training will assist them in understanding their position and with learning how to work closer with the parents in their unit.

In addition the Maui County Council, BSA will be holding an orientation training August 5, 2008 6:30 pm at the Scout Service Center in Wailuku for all new ScoutParent Unit Coordinators and the Pack School Night for Scouting Chairperson (could be the same person as the ScoutParent Unit Coordinator).

Paint Ball and Laser Tag are Prohibited Activities

Risk Management and Health and Safety have received several inquiries as to whether paintball and laser tag are authorized Scouting activities. Per the Guide to Safe Scouting, “The following activities have been declared unauthorized and restricted by the Boy Scouts of America . . . Pointing any type of firearm (including paintball, dye, or lasers) at any individual is unauthorized.” Over the last several years, we have learned of three serious eye injuries that have taken place on Scouting outings in which paintball was one of the activities. Be aware of the following alert, which soon will be posted on the Scouting Safely area of Scouting.org: Paintball is prohibited in Scouting!

Paintball poses a significant risk of injury, especially among children. In contrast to other Scouting activities involving firearms, the object of paintball is to fire a pellet—at a speed of at least 300 feet per second—at another human. A paintball that hits the body may produce a mere sting or welt, but a paintball that strikes an eyeball can cause severe injury to the eye and even blindness. The Consumer Product Safety Commission noted three deaths between 2002 and 2005 from paintball gun equipment.

At the request of the Risk Management Advisory Panel, the Health and Safety Committee is working to establish guidelines for laser tag activities, including and not limited to indoor commercial facilities. The guidelines will become part of the Guide to Safe Scouting.

Cub Scout and Webelos Archery and Air Rifle Activities

For many years Cub Scout Packs in the Maui County Council have been conducting archery and air rifle activities at their pack campouts or other pack activities.  The council has recently received clairfication that due to risk management and liability insurance guidlines, that these types of activities are to be conducted at District or council level events under the direction of properly certified instructors.

In order to provide an opportunity for our Cub Scouts and Webelos Scouts to earn these activity badges and receive proper safety instruction.  The Council has scheduled a "Cub Scout / Webelos Scout Shooting Sports Day"  The activity will be held at Camp Maluhia on January 24, 2009.

Make plans now so that your boys can participate in this exciting activity.  Watch for more details in future newsletters.
